Ministry of Higher Education, Science, Research and Innovation has established Thailand Cyber University Project (TCU) in order to provide an E-learning service for all general students and people from any educational and occupational background, by using Inter-University Network: UniNet, to make tertiary education becomes more accessible for people and start creating a strong foundation of a knowledge-based society. TCU created academic cooperation for online teaching and learning in a massive open online course (MOOC) for the sharing of learning media resources between higher education institutions with various expertise in various fields. To develop and manage online teaching and learning, an open system for the public and a central system for teaching and learning measurement and evaluation process was developed. Attendees and their learning histories, the academic number of course credits and related information are stored in the database. Higher education institutions developed their cooperation in teaching and learning courses with credit registration that can be transferred between institutions, etc.
